[Bug 1896456] [NEW] Neutron DVR connectivity issues with openvswitch 2.12.0

Public bug reported:

We have noticed strange connectivity issues in neutron networks using
DVR routers with OpenVSwitch 2.12.0 and OpenStack train. [1]

They are apparently caused by the incorrect translation of some OpenFlow
flows to datapath flows [2], which has been fixed in 2.12.1 [3]
