For ussuri, the latest upstream tag is 2019.2.3. That includes
everything from stable/ussuri except for the following (note that we're
going to pick up 8bc04050 via LP: #1889396:

  bionic/stein: 2019.1.9
  bionic/train: 2019.2.3
