Seeing as we don't have python-barbicanclient in the rocky uca and rocky
is EOL, I think we can close this.

  Ubuntu Rocky currently has python-barbicanclient 4.6.0 which doesn't
  support the --file argument:

  Upper constraints has python-barbicanclient 4.7.0 for Rocky so we
  should really be at that version.
