In addition to the 13.0.5 being tracked (and landed) in the bug linked
above, Neutron for Rocky is now updated to 13.0.7. I'm marking this bug
fix-released on that basis. If the point releases did not resolve this
issue, please re-open this bug.

Bug description:
  Im getting the above error on openstack: AttributeError: 'NoneType'
  object has no attribute 'started_at'

  VM instances do not get the public key inserted, so cannot ssh to
  instance.

  check neutron-linuxbridge-agent.log

  
  Apparently its fixed in the openstack/neutron 13.0.5 release. (Rocky)

  but when I perform ubuntu apt-get update, apt-get disc-upgrade, etc it
  will not upgrade past neutron 13.0.4.
