Public bug reported:
Deploying victoria on groovy (on s390x in this case), I see the
following error:

Which has the end result of neutron not allocating VIFs correctly
(timeouts)
If I update-alternatives so that iptables-restore and ip6tables-restore
use iptables-legacy, everything is OK.
