The openstackclients snap provides masakariclient, which is an
acceptable distribution medium for most users.  However, we should
continue to get the python client packaging into Ubuntu and into the
cloud archive.

Bug description:
  Masakari needs python-masakariclient (and python3-masakariclient?) in
  order for configuration to be possible. Can this be packaged for UCA?
