Title:
  rabbitmq-server/3.8.2-0ubuntu2 FTBFS in Groovy

Status in rabbitmq-server package in Ubuntu:
  New

Bug description:
  It FTBFS in the same way in all architectures in Groovy, for instance
  this the amd64 build log:

  https://launchpadlibrarian.net/478890255/buildlog_ubuntu-groovy-amd64
  .rabbitmq-server_3.8.2-0ubuntu2_BUILDING.txt.gz

  The important part of the log is:

  ==> rabbitmqctl
  ** (Mix) You're trying to run :rabbitmqctl on Elixir v1.10.3 but it has declared in its mix.exs file it supports only Elixir >= 1.7.0 and < 1.10.0

  rabbbtimqctl requires Elixir < 1.10.0 but in Groovy we have 1.10.3.
