It FTBFS in the same way in all architectures in Groovy, for instance
this the amd64 build log:

The important part of the log is:
==> rabbitmqctl
** (Mix) You're trying to run :rabbitmqctl on Elixir v1.10.3 but it has declared in its mix.exs file it supports only Elixir >= 1.7.0 and < 1.10.0
rabbbtimqctl requires Elixir < 1.10.0 but in Groovy we have 1.10.3.
