  Customer cloud likely needs Neutron 14.2.0 (bionic/stein)

Bug description:
  On a customer cloud, we were having issues regarding some OVS rules or
  routes not being created properly.

  SEG suspected this was https://pad.lv/1794991, suggesting that we
  tweak the l2pop agent_boot_time setting from 180 to 1800.

  The cloud, however, is running Stein, where the code generally seems
  to avoid using that setting in the general case in favor of a new
  methodology.

  seems to be the key place where this was changed; I grepped sources
  and it looks like everything is calling this code in the new style,
  that the setting truly remained "Only for backport compatibility".

  I found a similar-sounding bug, https://pad.lv/1853613, which is an
  issue which was uncovered after the Stein changes to move away from
  the agent_boot_time config setting.  The stein version of this change
  lands between the neutron repo's 14.1.0 and 14.2.0 tags.  UCA has
  14.1.0, but not 14.2.0.

  Can we get 14.2.0 neutron packaged for stein, especially bionic/stein?
