IO have just started a new bionic machine, added the Train cloud
archive, and installed Rally successfully.

$ apt policy rally
rally:
  Installed: 0.9.1-0ubuntu2
  Candidate: 0.9.1-0ubuntu2
  Version table:
 *** 0.9.1-0ubuntu2 500
        500 http://nova.clouds.archive.ubuntu.com/ubuntu bionic/universe amd64 Packages
        100 /var/lib/dpkg/status
$ apt policy python-rally
python-rally:
  Installed: 0.9.1-0ubuntu2
  Candidate: 0.9.1-0ubuntu2
  Version table:
 *** 0.9.1-0ubuntu2 500
        500 http://nova.clouds.archive.ubuntu.com/ubuntu bionic/universe amd64 Packages
        100 /var/lib/dpkg/status
