Any breaks/replaces for package moves that did not happen during the
focal cycle can probably be dropped now as the upgrade path to groovy is
focal only (same applies to the victoria UCA).

Bug description:
  Neutron's debian/control has a lot of old breaks/replaces that can be
  dropped at this point along with the old packages. Let's take a closer
  and careful look at that and drop what we can.
