I've marked this as won't fix for eoan and focal unfortunately as we
don't have packages available for those releases. This is however fixed
as of groovy and openstack victoria, and packages are backported to
focal through the victoria cloud archive.

Bug description:
The sahara plugins were split [1] into separate projects in Stein and
unfortunately I think this may render the stand-alone sahara package
useless for Stein and Train.
