[Bug 1863711] [NEW] [focal] `ovsdb-tool` not in `openvswitch-common`

Public bug reported:

The on-going work to wean OVN off of the `openvswitch-switch` package is
great, however it appears we're mising the `ovsdb-tool` binary.
