We no longer maintain neutron-lbaas in new releases so we won't making
any changes for it for this bug.

Bug description:
  Neutron's debian/control has a lot of old breaks/replaces that can be
  dropped at this point along with the old packages. Let's take a closer
  and careful look at that and drop what we can.
