[Bug 1870415] [NEW] libvirt-qemu needs access to /var/lib/nova/instances/_base

Public bug reported:

In LP: #1859422, permissions were tightened up in /var/lib/nova. With
those new permissions we need to ensure that libvirt-qemu can still
access /var/lib/nova/instances/_base.
