Title:
  cannot create network without subnet

Status in horizon package in Ubuntu:
  New

Bug description:
  Project or Admin -> Network -> Networks -> Create Network

  In this form, if you clean the checkbox "Create Subnet", you cannot
  submit this form because the cidr field is required.

  the error message in window of console:
  An invalid form control with name='cidr' is not focusable.
