Thanks for reporting.
I'm able to install rally on my 18.04 system, so I'm unable to reproduce
this issue. Could you please attach the output of `apt policy rally` and
`apt policy python-rally`? They seem to be built from the same source
package, so sounds odd that they should be out of sync.
