This may simply just be python3-openstackclient needing a run-time
dependency on python3-senlinclient.

Bug description:
  When running any openstack client command I am provided with the
  following error, including the correct output of the command.

  Example:

  openstack image list
  WARNING: Failed to import plugin clustering.
