This is not fixed in Stein, I'm not sure how or why this got marked as
Fix Committed for Stein. Apologies. It is fixed for Train though.

  UCA Stein repo used on Bionic

  When installing the nova-compute-qemu package the proper qemu is not
  installed which results in qemu-system not being installed. This
  results in the qemu emulator binaries to not be installed.
