Boost Context support has been implemented as part of the OpenMainframeProject:

It should be available with Boost 1.72.0

Bug description:
  The Boost packaging currently excludes s390x support for Boost.Context
  and Boost.Coroutine; These are required to support Ceph >= 12.0.3.
