  [rfe] northd: Add `status` management command

Status in openvswitch package in Ubuntu:
  New

Bug description:
  A recent addition to upstream OVN will allow operators, and indeed
  charms, to query a ovn-northd process whether it is in active or
  standby mode.

  It would be great to have this included in the Ubuntu package until
  the next upstream release is cut if possible.
