This fix has been verified successfully on disco-proposed and stein-
proposed. Additionally, regression testing was successful (see LP:
#1849192).

  UCA Stein repo used on Bionic

  When installing the nova-compute-qemu package the proper qemu is not
  installed which results in qemu-system not being installed. This
  results in the qemu emulator binaries to not be installed.
