[Bug 1851537] [NEW] python-oslo.concurrency depends on python-posix-ipc, removed in Debian

Public bug reported:

python-oslo.concurrency in Ubuntu currently references python{,3}-posix-
ipc, which has been removed from Debian.  The Debian removal message is:

ROM; Not in use, using python3-sysv-ipc instead; Debian bug #939742

I don't know if this is a simple packaging change for python-
oslo.concurrency or if more work is required, but please fix this so
that we can follow Debian's dropping of python-posix-ipc in focal.
