[Bug 1851517] [NEW] No ``ovn-trace`` binary distributed with the binary packages

Public bug reported:
The ``ovn-trace`` (8) utility is currently not distributed as part of
any package.
I believe it would be a valuable addition.
The tool works by reading data from the Southbound database, and as such
it could be consumed from either the machines hosting the central OVN
components or any machine participating in the network as a chassis.
Being an administrative aide, I would suggest to distribute it in the
``ovn-common`` package together with the other ovn-*ctl binaries.
