python-os-ken is now in disco-proposed; ryu can be removed once neutron
migrates to the release pocket with python-os-ken (pending MIR).

Bug description:
Neutron uses extensively the RYU framework
(https://osrg.github.io/ryu/) in its openflow related code. The group
maintaining RYU has advised the Neutron team that maintenance work
will not continue after the end of 2018.
As of the latest set of snapshot uploads for Disco development,
Neutron now uses a maintained fork of Ryu specifically focused on
OpenStack requirement (os-ken - python-os-ken is in the UNAPPROVED
queue for Disco).
Please remove ryu from disco development.
