[Bug 1820334] [NEW] Plugins have been split from sahara.git and they need to be packaged

Public bug reported:

The core of vendor plugins has been split from sahara.git in the
upcoming Stein (sahara >= 10.0.0).

Please package the plugins in their own packages, otherwise sahara is
basically useless.

Both sahara-api and sahara-engine requires the plugins to be installed.

I suggest you use weak dependencies (Recommends) so that operators can
decide to only install the plugins they want.

** Affects: sahara (Ubuntu)
     Importance: Undecided
         Status: New
