FWIW it looks like rtslib-fb has been pip installed into /usr/local and
the package has also been installed from Ubuntu; if I install the
package by itself the rtslib-fb-targetctl.service starts correctly.

Mixing bits like this normally results in some sort of breakage.

Bug description:
  As part of the legacy job migration from xenial to bionic testing[1],
  cinder-tempest-dsvm-lvm-lio-barbican job failed due to
  rtslib_fb.utils.RTSLibError: Cannot set dbroot to /etc/target[2].
