Sahara is sadly lacking any owner within Ubuntu; the package originated
from Debian, and we version (ubuntu-openstack) bump it alongside the
rest of OpenStack in Ubuntu to keep it series aligned. Its possible the
Debian OpenStack team might be undertaking this work.

I've marked the bug as Triaged for now.

Title:
  Plugins have been split from sahara.git and they need to be packaged

Status in sahara package in Ubuntu:
  Triaged

Bug description:
  The core of vendor plugins has been split from sahara.git in the
  upcoming Stein (sahara >= 10.0.0).

  Please package the plugins in their own packages, otherwise sahara is
  basically useless.

  Both sahara-api and sahara-engine requires the plugins to be
  installed.

  I suggest you use weak dependencies (Recommends) so that operators can
  decide to only install the plugins they want.
