Unfortunately, I am no longer working on the project where this bug
occurred. It also seems to be something that was unique to our setup as
no one else has reported this error in over a year.

Bug description:
When executing the ceph-volume command I get the following error:
sudo ceph-volume lvm create --data /dev/sdc
Running command: ceph-authtool --gen-print-key
Running command: ceph --cluster ceph --name client.bootstrap-osd --keyring /var/lib/ceph/bootstrap-osd/ceph.keyring -i - osd new 24493091-96b6-4649-8605-fad721385c76
--> Was unable to complete a new OSD, will rollback changes
--> OSD will be fully purged from the cluster, because the ID was generated
Running command: ceph osd purge osd.0 --yes-i-really-mean-it
stderr: purged osd.0
--> OSError: [Errno 2] No such file or directory
The expected behavior would be the creation of an OSD. This bug was
encountered after the previous one found at #1769154 ceph-volume fails
with unable to find keyring.
