Bug description:
  Hi, when I try install npm and libxmlsec1-dev, it crash with an error
  with conflict:

  apt-get install npm libxmlsec1-dev

  libxmlsec1-dev : Depend: libssl-dev (>= 1.0.0) but it is not going to
  be installed
