[Bug 1799776] [NEW] barbicanclient should be 4.7.0 for rocky

Public bug reported:

Ubuntu Rocky currently has python-barbicanclient 4.6.0 which doesn't
support the --file argument:

$ openstack secret store --name mypubkey4 --file /tmp/id_rsa.pub

openstack secret store: error: unrecognized arguments: --file /tmp/id_rsa.pub

Upper constraints has python-barbicanclient 4.7.0 for Rocky so we should
really be at that version.
