i have the same problem while upgrade to the ocata release with cinder-
volume. Since cinder-volume also depends on cinder-common.

Status in cinder package in Ubuntu:
  Fix Released

Bug description:
  When I installed cinder-scheduler it installed apache.

  This is because cinder-common depends on apache. This is wrong,
  cinder-api should depend on apache but not cinder-common.

  This is with the ocata cloud archive version.
