Thanks for reporting this and making Ubuntu better. This looks like it
should be filed against the upstream project rather than the Ubuntu

  Don't quote {posargs} in tox.ini

Status in python-openstackclient package in Ubuntu:
  Invalid

Bug description:
  Quotes around {posargs} cause the entire string to be combined into one
  arg that gets passed to stestr. This prevents passing multiple args
  (e.g. '--concurrency=16 some-regex')
