[Bug 1769219] [NEW] ceph-volume fails when trying to create an lvm osd

Public bug reported:

When executing the ceph-volume command I get the following error:
sudo ceph-volume lvm create --data /dev/sdc
Running command: ceph-authtool --gen-print-key
Running command: ceph --cluster ceph --name client.bootstrap-osd --keyring /var/lib/ceph/bootstrap-osd/ceph.keyring -i - osd new 24493091-96b6-4649-8605-fad721385c76
--> Was unable to complete a new OSD, will rollback changes
--> OSD will be fully purged from the cluster, because the ID was generated
Running command: ceph osd purge osd.0 --yes-i-really-mean-it
 stderr: purged osd.0
-->  OSError: [Errno 2] No such file or directory

The expected behavior would be the creation of an OSD. This bug was
encountered after the previous one found at #1769154 ceph-volume fails
with unable to find keyring.
