  Can't uninstall ceph-mon package

Bug description:
  In Ubuntu Artful, when I'm trying to uninstall the ceph package, I get
  the following error:

  sudo apt remove ceph-mon

  It's similar to https://bugs.launchpad.net/ubuntu/+source/ceph/+bug/1546112 but instead of ceph, that I can uninstall, the problem now is ceph-mon.
