While it's minimally used by panko for tests I think we should keep this
around rather than not run a subset of tests. From what I can tell the
upstream code does in fact support Python 3.

Bug description:
  panko is an Ubuntu-specific package that build-depends on python-
  happybase.  Debian has just removed python-happybase from unstable:

    ROM; not used anymore, no py3 support; Debian bug #894780

  There is a version of panko in Debian unstable, but it is an older
  upstream version vs the one in Ubuntu and it has never been merged.
  But it's possible the packaging there could provide a solution for
  removing this build-dependency on the obsolete happybase.

  If you need happybase to remain in Ubuntu as a build-dependency of
  panko, then please make an Ubuntu upload of happybase, changing the
  maintainer field to reflect this status.
