I think this is probably more about how Linux distro's should have boot
time configuration of SR-IOV vf's rather than a specific neutron
feature.

Bug description:
  There is currently a set of init scripts carried in the neutron-
  openvswitch charm.

  One of the review comments at the time suggested this should really
  live in the deb.

  If we have time to get it in Bionic we can set up a corresponding
  version fence in the charm to have it not install it's init scripts
  from that version onwards.

  I intend to add a debdiff for review of the suggested change and
  subsequently propose the necessary changes to the charm.
