I think this is probably more about how Linux distro's should have boot
time configuration of SR-IOV vf's rather than a specific neutron
feature.

Title:
deb should include init script for configuring SR-IOV virtual
functions at boot time
Status in neutron package in Ubuntu:
Opinion
Bug description:
There is currently a set of init scripts carried in the neutron-
openvswitch charm.
https://git.openstack.org/cgit/openstack/charm-neutron-
openvswitch/commit/?id=4ffbc2fe25400abf55719a370f3a2cd37f90c99d
One of the review comments at the time suggested this should really
live in the deb.
If we have time to get it in Bionic we can set up a corresponding
version fence in the charm to have it not install it's init scripts
from that version onwards.
I intend to add a debdiff for review of the suggested change and
subsequently propose the necessary changes to the charm.
