Thanks for your reply.
I have tried this already and its not working for me. After creating user when i logged in first time with that user keystone is entering one record in USER table. After deletion of user that entry is still there so i am not able to log in again with that same user name.
Once i delete that entry manually from USER table it is working fine. This is my keystone config file https://pastebin.com/Gr1Qjxu6
Please let me know if any changes required in configuration.

Bug description:
  Hi,

       I am using LDAP as identity with keystone. But whenever i delete
  user from horizon, it is deleting from LDAP but not from USER table in
  keystone. Because of that whenever i create user with same name again,
  i am not able to login. And user table contains entry with the same id
  which was previously allocated.
