Bug description:
  Starting with ceph release 12.2.2, the ceph-disk tool has been
  deprecated and is to be replaced by ceph-volume, see
  http://docs.ceph.com/docs/master/ceph-volume/#migrating. So the new
  tools needs to be added to ceph-osd packaging.
