HW offload support for set actions

Status in openvswitch package in Ubuntu:

As of v2.8 Open vSwitch may program flows into the kernel and hardware

using hardware such as Netronome SmartNICs.

The scope of this bug is to add set-action support to TC-based offload
  of Open vSwitch.
