[Bug 1809137] [NEW] cosmic: volume dashboard unable to list volumes

Public bug reported:

On a cosmic (rocky) deployment, navigate to the volume dashboard and it
won't be able to list volumes. You should see an error message. You can
create a volume, and list it on the CLI, but it won't show up in the
GUI. Note that this is not a problem in bionic-rocky UCA.
