[Bug 1728754] [NEW] Apache is installed when cinder-volume/scheduler/backup is installed

Public bug reported:

When I installed cinder-scheduler it installed apache.

This is because cinder-common depends on apache. This is wrong, cinder-
api should depend on apache but not cinder-common.

This is with the ocata cloud archive version.
