Bug description:
  Hello,

  I'm using ipset v6.20.1 and when I execute "ipset destroy" it fail
  with "ipset v6.20.1: Set cannot be destroyed: it is in use by a kernel
  component" error message. But according to the documentation "destroy"
  command should silently ignore when it can not destroy a set.
