successfully and the package has now been released to -updates. In the
event that you encounter a regression using the package from -updates
please report a new bug using ubuntu-bug and tag the bug report
regression-update so we can easily find any regressions.

Bug description:
[Impact]
The horizon package patch for adding a juju environment download button/menu item was regressed a while back when the patch was rebased, resulting in the button/menu item missing.
In Ocata it is a button and Pike/Queens it is a menu item.
Regression occurred in commit 2308b572800ed09dcd22daf148c1afe1c4b461ec
to lp:~ubuntu-server-dev/ubuntu/+source/horizon. Rebase of add-juju-
environment-download.patch dropped the addition of DownloadJujuEnv to
table_actions, causing the "Download Juju Environment File" link to
not show up (see Projects->API Access).
[Test Case]
Juju deploy OpenStack and navigate to Projects->API Access on horizon dashboard to find the button/menu item.
[Regression Potential]
Very little as the button/menu item doesn't exist and this just adds it back.
