  ceph-osd: no block devices detected with current configuration

Bug description:
  When deploying multiple time same service on same servers and disks,
  sometimes we got this error reported by Juju : No block devices
  detected using current configuration

  
  ceph-osd/5                blocked   idle   2        10.20.0.133            No block devices detected using current configuration

  ceph-osd/6                blocked   idle   4        10.20.0.135
  No block devices detected using current configuration

  Sometimes this error does not happen.
