    Add workload status reporting

    The charm currently does not report any workload status. This change
    adds support for this.

Bug description:
  cinder-backup needs workload status feature, in line with the other
  OpenStack Charms.  This is important for observability and
  testability.  OpenStack Amulet tests rely on workload status to
  determine when a charm's units are in a ready state.  Also, users need
  to be able to observe the extended unit status via juju status.
