I think we may have fixed this with the addition of 'Restrictions:
needs-recommends' to debian/tests/control.  This makes sure that
neutron-plugin-ml2 is installed.  I'm going to mark this as fix released
and we can reopen it if this issue resurfaces.

  Job for neutron-server.service failed.

  This started a few days ago again, and already happened in September.
  Please make this more robust, as it's apparently some kind of race
  condition.
