[Bug 1670487] [NEW] Trove dashboard fails to launch database instance due a problem in choosing the network panel in the OpenStack Mitaka release

---Problem Description---
The network panel in Trove's launch instance panel (mitaka release ) is a duplicate of the Nova launch instance panel.

Not able to launch a database instance from the dashboard.

Fix available on openstack community, merged with Newton release yet not
accepted for mitaka release.

---Steps to Reproduce---
1- Install debian package for trove dashboard ( apt install python-trove-dashboard ) 
2- From the OpenStack dashboard, click on launch new instance. 
3- In the info about network for the instance : try to chose the network interface.
 
Machine Type = KVM guest on s390 lpar
