Bug description:
  The cinder charm installs the cinder-audit-usage-tool on crontab to be run every 1 minute,
  even if ceilometer has not been deployed and this might lead to the injection of unprocessed notification messages.

  The charm should detect if ceilometer is available on the service catalog and then
  enable the usage tool.
