  Core snap stuck on initialize system

Bug description:
  After the first boot is completed on Ubuntu Core 16 (credentials have
  been confirmed, ssh has been enabled, system obtained NTP and
  rebooted), the Core snap hangs during the "initialize system state".

  I was also able to replicate the issue while upgrading the core snap
  con a prebuilt image for a raspberry pi 3.
